Federal — always available

Energy Efficient Home Improvement Credit (25C): 30% of insulation and air-sealing materials, up to $1,200 per year. Renewable annually through 2032.

HOMES rebate program (IRA-funded, state-administered): up to $4,000 per household for whole-home retrofits that model or measure 20%+ energy savings.

HEEHRA (High-Efficiency Electric Home Rebate Act): up to $1,600 for insulation, air sealing, and ventilation for households at or below 150% area median income.

How to stack incentives without disqualifying yourself

Order matters: get any required home energy assessment BEFORE work starts. Most utility rebates require a pre-audit.

Federal 25C can stack with utility rebates. HOMES cannot stack with HEEHRA for the same measure — pick one.

Keep every itemized receipt with the R-value on it. IRS 25C claims require the manufacturer product line for materials over $600.

Ask the contractor whether they file rebate paperwork on your behalf; many do at no extra cost.
